Tucson Federal Retirement Planning: FERS, TSP, and the Tax Bill Nobody Modeled

Davis-Monthan, Border Patrol Tucson Sector, the VA, and the federal agencies across southern Arizona run on a retirement system most advisors have never actually worked with. Singh PWM is a flat-fee CFP® and Enrolled Agent who models the FERS annuity, the supplement, the TSP drawdown, and the tax return together.

The only flat-fee advisor in the Phoenix metro where your tax return is included, not billed as a separate invoice.

Federal retirement is a different calculation, and most advisors guess at it

Southern Arizona has one of the densest federal workforces in the state. Davis-Monthan alone fills roughly 1,600 civilian federal positions, and that is before the Border Patrol Tucson Sector, Customs and Border Protection, the Southern Arizona VA Health Care System, the national parks, and the agencies spread between Tucson and Fort Huachuca.

A FERS retirement has three moving parts that interact: the basic annuity, the Thrift Savings Plan, and Social Security, plus a supplement that bridges the gap for anyone who leaves before 62. Each one lands on the same Form 1040. An advisor who only manages the TSP is modeling one third of the picture and none of the tax.

Singh PWM is a flat-fee practice run by Raman Singh, CFP® and Enrolled Agent. The same person who builds the retirement plan prepares and signs the return, so the annuity election, the withholding, the TSP withdrawal order, and the tax result are decided in one place instead of three.

The FERS decisions you cannot undo

Most of the federal retirement package is adjustable. A short list of decisions is not, and they are the ones that get made under time pressure in the last month before a retirement date.

  • The survivor annuity election. If you decline it, your spouse loses FEHB coverage at your death. That link between the survivor election and lifetime health coverage is the single most expensive thing federal retirees get wrong, and it cannot be reversed after the fact.
  • The 1.1% multiplier. Retire at 62 or later with at least 20 years of creditable service and the annuity is computed at 1.1% of your high-3 instead of 1.0%. Walking out at 61 with 20 years costs roughly 10% of the pension for the rest of your life.
  • The MRA+10 reduction. Leaving at your Minimum Retirement Age, which is 57 for anyone born in 1970 or later, with between 10 and 30 years of service, cuts the annuity 5% for every year you are under 62.
  • Unused sick leave. It converts to creditable service at 2,087 hours per year of credit. A retirement date set a few weeks early can quietly discard a partial year of annuity.
  • Military service credit. Prior active duty generally counts toward FERS only if you make the deposit, and the cost rises with interest the longer it sits. This matters in Tucson, where a large share of the civilian federal workforce served first.

The supplement, the earnings test, and the window most feds never use

If you retire with an immediate unreduced annuity before 62, the FERS Special Retirement Supplement bridges you to Social Security. It stops at 62 whether or not you claim. It also survived the 2025 reconciliation fight: the House version of H.R. 1 would have eliminated it for future retirees, the Senate stripped that provision, and the law as enacted left the supplement intact.

From your MRA forward, the supplement is subject to the same annual earnings test that applies to early Social Security. In 2026 the threshold is $24,480, and OPM reduces the supplement by $1 for every $2 of earnings above it.

Here is the part that gets missed. The earnings test counts earned income: wages and net self-employment. TSP withdrawals are not earned income. Neither is a Roth conversion. That means the stretch between your retirement date and 62, when your taxable income is often the lowest it will ever be, is a conversion window you can use without touching the supplement. It is also the window that closes permanently once the annuity, Social Security, and eventually RMDs all stack on top of each other.

Border Patrol, CBP, and other 6(c) special provision retirees

Tucson Sector agents, CBP officers, federal firefighters, and air traffic controllers retire under FERS special provisions, and almost none of the general federal retirement advice on the internet applies to them cleanly.

  • Eligibility at age 50 with 20 years of covered service, or at any age with 25 years.
  • The annuity is computed at 1.7% of high-3 for the first 20 years of covered service, then 1.0% for everything beyond that.
  • Mandatory separation at 57, which means the retirement date is frequently not a choice.
  • The supplement is payable immediately at retirement, even before MRA, and it is exempt from the earnings test until you reach your MRA.
  • The practical result is a runway of ten to fifteen years between separation and the first RMD. That is the longest low-bracket planning window in the federal system, and it is the one most often spent doing nothing.

FEHB, Medicare, and the IRMAA surcharge two years later

FEHB follows you into retirement if you were enrolled for the five consecutive years immediately before you retire, or since your first opportunity to enroll. A gap inside that window forfeits the coverage permanently. The government keeps paying roughly 70% to 75% of the premium, but the premium shifts from pre-tax while working to after-tax in retirement, which raises the real cost in a way most projections never show.

At 65 the question becomes whether to add Medicare Part B on top of FEHB. The 2026 standard Part B premium is $202.90 per month, and several FEHB plans waive deductibles and cost sharing once Medicare is primary. The answer is plan-specific and it is a math problem, not a rule of thumb.

What connects this back to the conversion window is IRMAA. Medicare sets your Part B and Part D surcharges from your modified adjusted gross income two years prior. A conversion done at 63 shows up in the premium at 65. Federal retirees do have one advantage here: because FEHB carries them before Medicare, they are not exposed to the ACA premium subsidy cliff that constrains private-sector early retirees. That makes the pre-65 conversion window wider for feds than for almost anyone else.

What Arizona actually does to a federal annuity

Arizona is genuinely friendly to retirees, and it is worth being precise about why rather than overselling it. The state does not tax Social Security benefits, has no estate or inheritance tax, and applies a flat 2.5% income tax rate.

Arizona also allows a subtraction for pension income from United States government service, capped at $2,500 per person per year. If both spouses receive a qualifying federal pension, each can take it. Be realistic about the size of that: at the 2.5% flat rate, a full $2,500 subtraction is worth about $63 in tax. The federal treatment of the annuity, the TSP, and the conversion sequence is where the real money is, by a wide margin.

Your FERS annuity is almost entirely taxable at the federal level. A small portion is a tax-free return of the contributions you already paid tax on, recovered over your life expectancy under the Simplified Method. Traditional TSP withdrawals are fully ordinary income and eventually forced by RMDs. Roth TSP no longer carries an RMD requirement, which changes the order in which those accounts should be touched.

How Singh PWM works with Tucson federal families

You get a written plan that models the annuity election, the supplement and its earnings test, the FEHB and Medicare decision, the TSP withdrawal sequence, and a year-by-year Roth conversion schedule against your actual brackets and IRMAA thresholds. Then the same person files the return that puts it into effect.

The fee is flat. It does not change because your TSP balance grew, and there is no percentage of assets and no commission anywhere in the engagement. You can keep your accounts where they are.

Hi, I'm Raman!

Raman Singh
Raman Singh with his son Luke

I work with people facing decisions that can't be undone: retirement income, tax strategy, and investment coordination for the years that matter most.

I've spent 15+ years inside large institutions and independent firms (Northwestern Mutual, The Holland Group, Facet, and RIAs) watching the industry fail the clients it was supposed to serve. Singh PWM was built as a direct response to that system.

I'm a CFP® since 2016 and an Enrolled Agent, admitted to practice before the IRS: one of the only advisors in Arizona handling financial planning and tax preparation under the same roof, on a flat-fee basis, with no % of AUM charges and no commissions.

No handoffs. No junior staff. No fragmented advice. Just deliberate planning for people with real complexity.
